The Moral Hazard of Housing Vouchers

There are not enough housing vouchers to supply the low income. Subsidizing rents is also cheaper than building a new affordable housing. Vouchers can stabilize weak housing markets, help households who would not otherwise be able to compete in tight housing markets. But we need landlords willing to accept these vouchers.
