In the 1950s, Indian parliament used to sit for between 120 and 130 days a year. The last Lok Sabha could pass only 179 bills with 68 that lapsed because Lok Sabha got dissolved. "Without discussion, without debate, without deliberation, what function would a legislative assembly serve?" he asks.
