If you can teach a system to be compassionate, you could also teach it to be malicious. Some systems are biased to learn some things more easily than others. There's a certain predisposition in any finite resources system that comes back to resource constraints. We can certainly architect the system that's better at learning compassion than the malice. That doesn't mean you couldn't twist the system somehow and teach it teach it teaching it malice anyway about about the risks of decentralization.
