In Toronto, when it's super, super cold, the raccoons are again not hibernating. But if they do come out and the weather, the winter is very, very long. Should anyone be feeding them? No, that's generally a bad idea. Unless you want to have them come every night, which is what mine are doing right now. They expect some damage on your property because they will start trying to get your attention by ripping weather stripping off. So it would not recommend that at all.
