The Excess Taxpayer Funds of Sheriff Thomas Tate
Monroe County Sheriff Thomas Tate pocketed more than $110,000 in excess funds. Pickens County Sheriff David Abstin also received more than $400,000 in food allowance money and kept the change. Morgan County Sheriff Anna Franklin found herself in hot water for profiting from the inmate food program as well.
