The Difference Between Institutions and Norms

At what point can we say that something is an institution in a particular society? I think the kind of simplest answer is if it's written down somewhere. If there's an explicit set of rules rather than at merely implicit set of rules then you're on the path to becoming an institution and often stuff that was once a norm is later codified in an institution so there's a continuum stretching from norms to institutions now.
