There are different levels to what occurs with these banks. It seems like voluntary liquidation is actually a level that regulators push on to banks. And broadly, that's kind of what we saw in the case of Silvergate. The best thing they can do and what the FDIC is going to push for in these cases is doing everything they can to make depositors whole.
