The Importance of Privatizing Public Housing

Liberal scholars would say that what you wanted is to have a free housing market as possible. In the United Kingdom in the 60s and 70s, public housing, people in government owned housing, it's almost half the population. So how do you combine the ideas, the recognition that public housing was negative for the housing sector, with how do you create incentives for people to accept those changes?
