Most people who have been under liberal rule over the past 200 years, si british, dutch, a french rule across the moslem world. Liberalism for them is not associated with free speech, freedom to dress. Its associated with a compelled acceptance of western style development ideas or notions of progress in human rights. So i recall that in the eighteenth century, liberals blended a project to promote human rights with a project of religious reform.
