Is There a Theory of Political Authority?

It seems like any theory of political authority would have to accept that whatever justifies it would be a sort of concurrent, it would belimited in scope based on what the nature of the justification is. So there's some amount of authority, but that doesn't get you all the way. The consequentiast argument comes closest: Whether you actually need a government in or to avoid some terrible consequences, it's not irrational for someone to think that you do.
