Pfizer - The Law That Protected the Privacy of Foreign Persons
When Pfizer was originally passed, Congress intended for the law to regulate surveillance activities conducted within the United States. But with the advent of the Internet, technology supporting international communications revolved. NSA would be tracking possible terrorist located overseas, not a U.S. citizen. Section 702 only authorizes intelligence collection targeting non-U.S. persons who are outside America.
