Is There a Good Consumption Tax in the US?

Of the 47 states, there's only a handful of them that exempt B2B transactions. There is no real disagreement among sales tax or consumption tax experts as to what a well-designed consumption tax looks like. And so if you look at what the rest of the world's doing, they're following sort of the norms of a good consumption tax which is to tax consumption once.
