Is Consciousness a Component of Social Cohesion?

This experience of agency, i think, actually has important consequences. So for example, it's very much tied with the sense of responsibility. In the west we would punish people who do things deliberately to a greater extent than those who do it accidentally. But isn't all this compatible with the idea that the mind is an happi phenomenon? No, i don't think so.
