The asymmetry of power is enormous, right? Between an MP and a staff, and also between ministers and civil servants. There's this really kind of unique, weird kind of dynamic that just wouldn't be there in other workplaces. And what you get is someone I like, Dominic Rapp, who will say, I'm a tough boss. Now one person's tough and being exacting, if you're on the receiving end of it, can feel, hang on, I'm being bullied. The problem is when you have a culture where this is tolerated from the top to the bottom.
