That's blindingly obvious. It is very different in just different circumstances. Writing a budget in happy economic times when there's good news to announce is quite a fun thing for chances. I remember it's a bit different nowadays, but if you're going back to the 2000s, you wouldn't see chance was all the time. No. You know, they would be... Gordon Brown, when he was a chancellor, would only be out four or five times a year doing big things. Two of those would have been fiscal events and there were basically opportunities to shape the political weather largely by those days by announcing good news. That obviously hasn't been the case due to the less good news
