The Algerian Army, Which Holds the Whip Hand, That's What Matters
Francis Gilles: I think the Algerian leaders are probably a bit frustrated. The French certainly conveyed a very clever, in my view, message of soft power. But as long as the army does not have an economic vision, or the civilians don't have aneconomic vision, you can have a powerful army. More and more young, entrepreneurs will emigrate, not just to France,. They go to England. They go to America. And they're very determined people. That's up to the Algerian leader.
