Theory wasn't just sold to a bunch of rubes who were tricked on, you know, like this isn't just like a grift that happened. This kind of risk assessment, this kind of theory of crime and of the policy solutions for managing a criminal legal system is intent on sort of targeting specific populations. It's extracting time and their fucking life to build the economy in the state.
