I think it's a bureaucracy which does not allow this to happen, because it will bear all the skeletons in the chest rit this point you make about the bureaucracy and the scientist community. I'am sure programs can be designed which will lead to positive outcome. Farmers are very receptive to new ideas, to new technologies, which hase been seen over the last many decades.
