Will Attorney General Merrick Garland Indict a Former President?

Attorney General Merrick Garland has said over and over that no one is above the law. But in deciding whether to indict a former president, are they going to consider that would be a first in our nation's history? There's a section in the Justice Manual that says essentially prosecutors are not to take into consideration a person's fame or notoriety or popularity or unpopularity. And of course, Merrick Garland is going to think about the broader implications of this.
