Is There a Moral Consistency With North Korea's External Assistance?
I argue that North Korea's own internal governance choices are vastly more important than what we do on the outside. The argument really is try to get the Americans to show greater flexibility towards North Korea by pinning humanitarian consequences on Western behavior, which I don't think can be sustainable. And if we're targeting a people, an entire people in North Korea, to not have the benefit of global economic integration, I don't see the moral consistency whatsoever.
