It seems like though, it can also create weird zero-sum competitions where states are kind of battling each other for who can give the bigger tax break. I think it's actually very interesting to try and figure out whether that's a positive or negative. But yeah, I think that's sort of incentive. It's not actually really clear to me that it's in that negative.
