The Costa Rican Government Goes Bankrupt.

CNN's John Sutter looks back at the history of a railroad in Costa Rica. He says it was built to export coffee, but then went into financial trouble. The government agreed to give him 99 years and 800,000 acres of land if he would finish project. "He seemed to know which carts the play went," writes Sutter.
