Even when you try to do formally provable things, you're never going to get to 100%. Even in languages like C sharp and Java, there are safety holes in the language. If it weren't so easy to do them, if we're just like 1% of the problem, we wouldn't be having this discussion. It's not necessary because a you can't always get it anyway.
