Brown joined the Navy in 1930 and was discharged in 1942. He worked as a radar consultant for Lockheed, which was also part of a different company at the time. In 1955 he demonstrated what he thought was an anti gravity effect in a vacuum with his device. Became involved in the subject of UFOs and in 1956 helped found the National Investigations Committee on aerial phenomena. Although he was forced out as director in 1957 with allegations that Brown was using funds to further his own anti gravity research. Eventually he formed his own antigravity corporation, Rand International Unlimited.
