The Stabilized API - What's the Compatibility Guide?

Rust has a certain baseline for the age of Linux and Lib C that it targets. If you want to be very compatible with old versions of the OS, say that the language of the lit the standard library, or you want to generate things that are compatible on even things that are 10 years old or more, you can't use anything that's newer than that. And so every so often, you need to bump the baseline, which means removing support for some old, but this point relatively ancient version of Linux.
