What Is the Idealized State of Propaganda?

In the idealized protective state, you have the government that is protecting well defined private property rights a in their protecting them from threats. Within this model, there is effectively no room whatever for political opportunism. There's the presence of symmetric information, so individuals know what it is that the other parties know and they have access to this information. And there's effective reward and punishment mechanisms. The incentives that are facing elected officials are actually much, much weaker than what we would want.
