Nouri al-Maliki created a patronage system in which people would pay $150,000 to become an army commander as long as he was loyal to maliki. So Maliki kind of weakened the security forces just for the sole purpose of creating a patronage system. He went after the insurgency at the former insurgents, the Sahwar were called they went after the leaders who went after Sunni politicians consolidated his powers. This is why this collapse happened so quickly and it's again, a very short sighted American policy in Iraq.
