I think a big unsettled question here is being able to prioritize these different moral responsibilities we have around harm. It's very difficult to see where the moral prioritization lines up in terms of what you should personally work on. And it's also something that might not necessarily be solvable with doing a probability calculation because moral responsibility is not necessarily something that you can boil down to numbers.
