The Pros and Cons of a Collaboration Group's Decision Making

There is no really, you know, it's not like, hey, this is another rewrite of the Netflix application. It can live side by side with our objective C code. So well, the question I think that route of Michael's question is really like, who makes these kinds of decisions in the team? If it's a collaborative group, there's a manager, obviously, that says yes or no, right?
