Kant's Libertarianism

All three of these categorical imperatives are about action or about willing, undertaking certain actions. How do we get from that to a political system? The first thing to observe here is that if you look at the second formulation of the categorical imperative, governments violate this all the time. Governments treat their citizens merely as a means to an end. I think this is almost impossible to deny. It opens up a very clear prospect for a Kantian libertarianism.
