The notion that the whole population of the world needs to be administered by God and the agents of his providence are the sons of God is clear. And in this instance it looks like he divided the population of the earth according to how many people there were in the heavenly court. How many would that be? Well, we can only speculate, but the Targums and other places there are references to 70. There's nothing like this anywhere. If you translate that as sons of Israel like Masoretic, what in the world does that mean? 12?
