Is 20 Billion a Minimum?

Can all but 20 billion be put into either common stocks or invested into wholly owned businesses if you found attractive opportunities? What does the balance sheet look like if you were fully invested and where does additional debt fit into the equation if at all? And we could do a very large deal if we thought it was sufficiently attractive.
