The Diocesan Phase of the Canonization Process
The first phase of a canonization cause is what's known as the Diocesan phase. Once it's complete, the results are sent off to the decastory for the causes of saints in Rome. The next step would be Black Elk being given the title venerable. This ordinarily requires a miracle be performed by his intercession. If they find a second one and can verify it, the decastor could make a recommendation to the pope. if he approves, Black Elk would then be beatified or become a blessed.
