The Importance of Containment
I'm a strong supporter of the intervention in Bosnia and Kosovo, and I'm an opponent of the Intervention in Iraq. Containment wasn't working; it was actually splintering at the time. The stupidity of your position is that you think it's enough to make a moral argument in Rwanda or Iraq. You don't know whether you can help rebuild something until you've tried it. And then they geared themselves up eventually to intervene rather than stop when we'd reached success. So after Vietnam, the US didn't intervene in Rwanda, for example because the practicalities were not there. Not the practicalities because the lesson from Vietnam is never intervene.
