Is There Still Institutional Raceism?
Ex-Oregon police chief says there are still examples of institutional raceism in the country. He was angry that officers were trained to kneel on a man's neck for nine minutes, saying it is not how we're trained. But he also said people in institutions are races, but the institution itself is not races.
