Is the 14th Amendment a Star Story?

The 14th Amendment gives everyone the immunities and privileges of citizenship. But only those who serve their nation in common cause get to vote. The service could be military, but it could also be any type of public service. That's because of capital C citizenship. Lower case C citizenship, you still get all the benefits and privileges and protection. It's not a surf class. Did we land on the moon? Why or why not?
