How Much Intelligence Can We Cheaply Get?

There is a bet between the late Peter Eckersley and Toby Orr that by the time we meet aliens, we have reached the end of a tech tree. Tech trees in computer games are a bit misleading because we only get one story about how you develop a technology. Maybe on another world where maybe methods were scarce and they were discovered much later, we would have very different technologies achieving different things.
