The regulators have nothing to do with this, so it'll go to a jury if it goes to trial unless both parties agree to make it a bench trial. And one of the interesting differences is that when you take your own baseball cards, you're a collector. But the important thing is that it's open. It's public. Anybody can take part who's there, who negotiates with the owner.
