If you were to have those strict standards in place, the group of people today who would be possible sources of the funds for reparations would be so small. Maybe everybody would get 13 cents or something. So my point is if they think American blacks, they're owed $267,000 each, you can't pay that from tracking down and saying, okay, who inherited this plantation and then who did it?
