Public provision is very powerful in places where you think other sectors are unable to enter. You can apply a supply-betika demand, but issue here, not everyone can afford it. Make leverage investments. In the public, we're funding the private sector. That's a high leverage investment. To be high leverage, you needto be very thoughtful of where to put your money because you need to have a systems view that can make a system that's available.
