How Can We Create Healthy Local Churches?

i've been wrestling with this for at least 12 years now, about the structure problems. Can we actually make this church work under the current structure? And i don't see how to make it workad We're working through a whole system em you know, how does the system affect the other? When we have a completely dis functional top organization, everything is affected by it. I won't say system, you know, where i could, i would like to give the w c a the benefit of the doubt.
