If you're funding a piece of hardware for science, it doesn't make sense to close off the actual instrument. You can't use any of that if you don't also have the design for the hardware. And where it becomes really problematic is you create a brand new instrument, and then the next person, funded by the same, the same researcher grant, says, i've got an idea for a slightly improved version of this instrument. Instead of having a six month grant of taking designs for that instrument and slightly improving it, they spend three years re inventing the thing that took you four years,. cause they've got a paper about vaguely how it works, but not really.
