English people colonized ireland in similar ways to how they're colonizing the americas at around the same period of time. English landlords could have improved this situation while remaining into control, in control, if they'd agreed to enter into contracts with their tenants that would maybe limit their ability to increase rent or evict people. But they weren't willing to do this, and that's part of why there can be no progress.
