The world economy is beginning to get their heads around climate change, says Michael Boulden. There's a lot of movement in major cities around reducing car use and moving people off into public transport, he adds. We need to solve the global public goods problem around decarbonisation, but it's very difficult because of the distribution nature of where the emissions come from or who will pay for their reduction.
