The Importance of Collective Action in Political Economy
The state tends to be the thing that has the capacity to move lots of people all at once to act. And there's some problems that are too big for it, where it can't marshal enough collective action to make a difference. But if there is any possibility of human beings collectively having an impact, it will often be at the level of state simply because otherwise you can't get enough people to act and concert all at once.
