How to Build a Self-Governing Republic

There's lots of attempts at self-governing republics which have gone really badly wrong, right? You look at Athens and Rome and their amazing civilizations, but they ultimately disintegrate or are taken over by dictators. Once you have 10 or 20 or 30 factions, none of them can hope to have a beat in the majority sufficiently to really subdue the other. And so we need to figure out under what kinds of circumstances do these groups become dangerous, destroy democracies, and then what kind of circumstances can we sustain them? One answer is the groups who come most naturally to us are those religious and ethnic and cultural groups.
