The War on NATO Expansion
In 1994, all the decisions had been made that we are doing this. By the time they came out to complain about it in 97, it was too late. Once they passed the original round of NATO expansion, kind of hardly anybody even complained when Bush added nine more countries. It was sort of like, well, that's just the way it is now. And the Russians are just going to have to take it. I'm very proud of the legislation that I wrote on the Commercial Space Act of 2004.
