The hiring practices and the hiring pipe linesin africa are really messed up. You have a lot of african students who studied in china. A lot of afAfrican sutyes to speak mandarin,. They frequently can't get jobs, and they particularly can't get government jobs. So that's one of big problems t you have the talent on the ground. I mean, why is there such a poor grasp of this in washington? I mean, and really not just washington.
