We've Created a Permanent Underclass

In Washington four times as many black students are jailed as graduate high school. More than one half of all marriages contracted from 1970 on will end in divorce. The extended family has broken down to such an extent that people are reaching out to create family surrogates very often around pathology. We've created a permanent underclass in the United States and we weren't even watching.
