Ruchir Agarwal: There is a legitimate question on what should the role of the state be when thinking about growth policy. He says it's pretty subjective whether national champions are a good or a bad thing. But he warns against just falling into the trap of following industrial policy in a without necessarily thinking about really the context and understanding the likelihood that it's hard to make it work.
